They're not aimless punts, they're normally out balls when there's no space in midfield.

A player has not handled the ball if the ball touches the player’s hand/arm either “directly from the player’s own head or body (including the foot)” or “directly from the head or body (including the foot) of another player who is close”.

I still don't think Bailey or Buendia are offering much so I'd like to see the 16 year old get 10 minutes, seems a good opportunity to give him a debut.
