Because a decade is completed at the end of the tenth year in it, not at the start of it. It's like when we all celebrated the new millennium a year too early.
A decade starts with a year with a 0 and ends with a year with a 9.
So the first decade was only of 9 years duration, then?
The "first" decade doesn't really matter too much, seeing as nobody invented Anno Domini until half a millennium later.
Since people have actually started caring about decades, the cultural convention is always to use the ten year period from zero to nine. Nobody says "the Swinging 61-70".
That said, the initial point seems to be wrong anyway.
We have made major cup finals in the 1880s and 90s, the 1900s, 10s, 20s, 50s, 60s, 70s, 80s and 90s and the 2000s, 10s and 20s.
That's thirteen different decades, not fourteen.
Unless we are counting the War Cup?
