Right, but by the same line of argument surely you can't register a player on payroll if he hasn't secured a work permit as he's not legally allowed to work in the country and he can't pay tax - and yet, are you going to tell me that Douglas Luiz (for instance) wasn't earning a wage while he was at Man City? There are ways around these things, I'd have thought you can declare individuals as "visitors" at a training ground without any legal or insurance wrangle.
