They can if the booking was for something else, i.e. the FA can act on something not seen by the officials at the time.

I think the cheating can be done retrospectively regardless of a booking, I assume Hotlips was done for the original scuffle and not the punch, or 'punch' depending on your point of view, so can be done as well.

From what's been said today, a player can be charged for actions/incidents that the ref didn't see at the time (ie the "punch"). The charge for deceiving match officials isn't dependent on whether a player was been previously booked, and is subject to an independent panel further to the red card being rescinded.
