For years now. It's deemed ungentlemanly conduct and also, by not allowing the goalkeeper to return the ball into open play seen as not playing within the spirit of the laws of the game. The yellow card was fully justified. If Smalling hadn't raised his leg, he would have been ok.
I haven't seen it but I hope it was an awful decision to send Smalling off. And I hope they get similar decisions against them every game for the rest of eternity.

Sadly it was a trivially easy decision. They're still owed a decade or two of injustice.
