So if it's mandatory, why is it news? Do the authorities not really look into every potential owner then?

Go for it,  scrutinise, check and then check again.  I am cautiously optimistic about the deal ,  just waiting to see if Dr Xia can deliver on his fine ambitions.  The first sign of that will be the look of the squad come  August.
