Murder is a BIG ask in terms of a trial verdict, so the CPS must have some pretty damning evidence against that officer (to go for murder instead of manslaughter).  Proving intent to kill, especially as it was a taser which is designated a non-lethal weapon - is VERY difficult.  I suspect there is something pretty bad in the evidence pack the public is not yet aware of.

Doesn't have to be an intention to kill. Intent to cause grievous ('really serious') harm is enough.

How comes his accused  is out on bail?

For most offences there's a presumption in favour of bail. That was the case for murder until 10 years ago when the presumption was reversed. But the Crown Court can still grant murder suspects bail if there's no significant risk of them causing harm to anyone else.  It's very rare though.

Before the presumption changed a police officer (Inspector I think) accused of murdering his wife was granted bail at the Old Bailey. He then killed his mother in law, and then himself.

Acknowledge that that police officer has been charged with murder.
