According to the O/s:

Penalties are part of the Guadiana Cup after each match in case of no clear winner at the end of the tournament.

I propose the following. The game is played over two legs. If there is a clear winner at 180 minutes, then have a silver goal to establish if you still have a clear winner, if a silver goal is scored still giving you a clear winner, then go for a golden goal to establish if you still have a clear winner, if a golden goal is scored still giving you a clear winner, then and only then go to penalties, five penalties each which if after all that the two sides have not managed to achieve parity you arrange a replay to start all over again.
