May sound extreme but whats stopping a group of peaceful fans, watching their team away from home getting nicked under these new powers.

If you wear colours in an away end then you are liable to be ejected (if not your head caved in) If warned to remove colours and you refuse or continue to show them then you would be arrested under a public order offense of incitement to riot.

It happens a lot in the VIP / Corperate areas to the point now where visiting fans are not allowed to wear colours even in private boxes at VP

The only area where mixed colours are allowed is in the disabled area as there is no segregation

But what about just in and around town?

Let's just say that the police get a whiff of a rumour that there's going to be a bit of trouble in our FA Cup match at Notts County. Could they use this legislation to tell Villa fans that they cannot wear the colours of their "gang" in Nottingham?

According to that article, the courts would need to issue an injunction.  If they did that, and you broke it you could be in trouble.  But they're not going to, so you won't.

If wearing Villa colours away was likely to provoke a violent reaction then you can technically be arrested to prevent a breach of the peace, even if you were not doing anything wrong.
