Had Ollie barged the defender over and taken a shot (too much to hope he'd,score?), you could put your mortgage on the ref giving a foul against Watkins.

So odd! Along with “that’s not enough for a penalty”. It’s either a foul or it isn’t!

A blatant penalty, red card also..they make it up as they go along.
