McCormack would score more goals than Hogan. There is literally zero point in refusing to include him in the squad. Unless we have at least one forward we are relatively confident of signing.

The main reason McCormack got the life sentance was because Bruce wouldn't have got the money for Hogan if there was a chance of him being let back in the squad.
Or, why should we keep paying £3m a year in wages, and charging a further £3m a year in amortisation for a player who isn't being given a chance to redeem himself and who we have absolute zero chance of selling.
