A solution could be that once the 4th official puts the board up to signal the substitution, the game carries on but the player whose number has gone up to come off is then out of the game and cannot touch the ball again or play any part in it. The 4th official watches that player until he comes off and only once he's off the pitch does he allow the sub on.
With the game carrying on the team making the change is effectively down a player until the sub comes on so it's in the subbing teams' interest to get the player off as quickly as possible so they probably won't take off the furthest away player as they do now... or if they do want him off they'll signal a tactical switch a minute or so before to get him over by the near touchline. Whichever way they go about it they won't be wasting any time and they won't be breaking up play for the opponents.

I suppose we'd just see a load of faked injuries instead to get it stopped... but a quick solution to that is to have a vet on hand armed with a big needle and a rifle.

One thing that annoyed me was in the Chelsea game Gabby was injured and was hobbling about ,he sat down then got up and went off the pitch hobbled back on and they scored...where as Spurs and both Sunderland resorted to ''injured' players just lying down on the pitch refusing to move forcing the ref to stop play.

Gyan staying down and pretending to be injured was the catalyst for the Heskey sending off.

FWIW, I feel it's the hypocrisy of the players  -  and to a certain extent alot of the fans  -  in making such a song-and-dance when the opposing team don't kick the ball into touch as soon as one of their players stays down for more than 5 seconds.
Everyone in Villa Park knew that Gyan was not injured. He was a fraction slow, got caught in possession & munched by NRC - fairly.  Rather than accepting that, it's far easier to stay down, feign injury and start the sequence of events that, stupidly, left the Villa with 10 men.

Similar tactics by Gomez in the game with Tottenham.
IIRC, an innocuous clash in the six-yard box saw the no-good, cheating, slimy bastard go down, stay down and then, when the trainer came on, start rolling around like someone had just stamped on his gonads.

If only  . . . .
